Unfireable Employees — Is That a Thing?

Is it possible for some employees to be effectively 'protected' from termination? We’ve got a new manager with multiple serious complaints already, but no action seems to be taken. Just wondering if others have seen similar situations or heard of roles that are shielded due to internal restructuring or experimental programs.

I've seen an employee be fired 2 or 3 times and get there job back each time through ethics by using the race card. shes came back and bragged about it. she does whatever she wants, says whatever she wants and yes I have even seen here steal but it's okay because of the race card. Never thought I would see someone who could not be fired but I was wrong.
