Not everybody is doing it don't get me wrong. There are some people who are a few mins late to their shift all the time and they never got in any trouble as far as I know.

They probably have a good relationship with managers and the rest of the associates. It's not an easy thing to do if you are not a loved person in your store. People will rightfully start talking about you and this habit of yours.
