So does a TL from a department other than mine have any authority over me or can I just disobey him and treat him like nothing more than a coworker?

First of all you should treat all coworkers with respect, doesn’t matter whether they are above or below you in rank. Secondly, store manager >> store lead >> your coach >> other coaches >> your TL >> other TL’s
I don’t really think other TL’s have any authority over you, but it could be true, I don’t know.
