SM working off clock

Yesterday as I was driving past the Walmart I work at I saw my SM doing some chores outside even though it was not his shift. Can I report him as he’s working off clock just like we can be reported?

I’m pretty sure you never got reported because you never in your life have worked a minute overtime. Spoiled brat.
