It's clear to see that some of these associates have no interest in their jobs. They intentionally mess things up because they refuse to be told what to do. Be direct with these people. If they can't fulfill their main job duties and they can't handle following instructions, then they should go work somewhere else. Nobody would accept this type of behavior elsewhere, so why should we?
It goes on everywhere. Retail, factories, anywhere there's work.
I've never seen a manager not be direct with 'lazy' people, lol.

In my experience, as long as the sh^t gets done, no one cares. They know those people aren’t going to stay here for long anyway, and although the hard workers might complain, they’ll eventually pick-up the slack as they always do, so why should they bother caring?
